Why there is no per-voter data here

Ballots are MACI-encrypted. Only aggregate tallies ever become public, and decrypting anything requires 3-of-5 community key holders to cooperate. An explorer that could show you how a neighbour voted would be evidence of a broken system, not a feature. Proposal texts and tallies are not yet published as signed records on the node’s own public index — that gap is tracked on the conformance page.
